About
The Downtown Honolulu Business Improvement District is a community-led effort to make the heart of our city cleaner, safer, and more vibrant. Funded by local property owners, with no cost to residents, the BID supplements city services with sidewalk cleaning, graffiti removal, and added security presence. Focused on public areas like Fort Street Mall, it supports small businesses, enhances public spaces, and helps create a welcoming environment for everyone who lives, works, and visits Downtown Honolulu.
Bill 51
Bill 51 is currently in legislation process and will amend and expand the Fort Street BID to include all Downtown Honolulu properties. The bill needs support from the local community to pass. A copy of the bill can be view here:
How to support

Select the appropriate meeting date and Council/Public Hearing Committee which the measure will be heard in. The meeting calendar and agendas are provided on the website.

Enter the Agenda Item. This is the measure you wish to testify on (a bill or resolution number).

Select your position on the measure: Support/Oppose/Comment.

Indicate whether you are testifying as yourself or an organization.
